With the permission of H.E. Dr. Senior Minister Thong Khon, President of the National Olympic Committee of Cambodia, and H.E. Vath Chamroeun, Secretary General of the National Olympic Committee of Cambodia, signed a Memorandum of Understanding (MoU) between the National Olympic Committees of the two countries on November 5, 2025 in Samara City, Russia.

This MoU focuses on cooperation of three points as following:
First, is to exchange the knowledge in research of sports science on high-level sports training and create friendly competitions in order to strengthen sports techniques.
Second, is to strengthen support for sports ambassadors in all Olympic Movement forums.
The third important point is strengthening cooperation in the development of traditional sports that are the national identity of the two countries, especially Kun Khmer and Kun Lbokator.

This is an ongoing cooperation between the National Olympic Committees of Cambodia and Russia. In fact, in June 2025, the leader of the National Olympic Committee of Cambodia and H.E. Annatoly Borovik, Russian Ambassador to Cambodia, met to discuss cooperation in the Olympic and Paralympic movements, as well as mutual support in sports diplomacy.
